What does Han Xin mean by conferring the title of King of Three Qi?

After the death of Qin, Xiang Yu became the overlord of Western Chu, enfeoffed many princes and enfeoffed the hometown of Qi into Qi, Jiaodong and Jibei. Qi Guoli Tian is the king of Qi, and they are all in Linzi; Move the King of Qi to Tiancheng as the King of Jiaodong, both of whom are Jimo; Sun Tianan, the founding king, was appointed as the king of Jibei and the capital of Bohai. Later, Tian Rong became king and merged with Sanqi.
