Since the birth of 1987, the selection method has been revised four times: 1994, 1997, 1999 and 2000. The selection of Luban Award has always been carried out in strict accordance with the selection method, and the selection history of Luban Award is also a process of gradual improvement of the selection method.
Luban Award is the highest honor award for engineering quality in China construction industry. The selection object of Luban Award is all kinds of new projects contracted and put into use by China construction enterprises in China, and the project quality should reach the first-class level in China. The winning bidder is divided into the main contractor and the main contractor. Luban Prize projects are divided into four categories, namely: public building projects, industrial, transportation, water conservancy projects, residential projects and municipal and garden projects. The selection of Luban Award always adheres to the principle of "high standards, strict requirements, excellent selection, quality over quantity", and sets strict selection conditions for declared projects. On the premise of reaching the specified scale, the declared project must be incorporated into the construction plans of various regions or departments, and the basic procedures of project construction must be strictly fulfilled, and the production capacity or use function has been formed. After the project is completed, it has passed the acceptance for more than one year, and the comprehensive acceptance of new projects has been completed according to regulations. In addition to meeting the national and industry standards, the construction quality of the project must also reach the leading level of similar projects in China, and it is a high-quality project evaluated by the provincial department. Engineering design should not only conform to urban planning, national and ministerial design standards, but also reach the "advanced and reasonable" level at the provincial and ministerial level.
The selection of Luban Prize has formed a set of mature and perfect practices. The selection process is divided into four stages: declaration, preliminary examination, review and evaluation. In the application stage, all local and departmental associations screen the qualified projects in their own regions and systems, recommend them according to the recommended places, and submit the application materials to China Construction Industry Association. In the initial evaluation stage, China Construction Industry Association will review the application materials of all declared projects according to the selection conditions stipulated in the Selection Measures, and those that meet the requirements will be included in the evaluation plan, and those that do not meet the requirements will withdraw from the selection process. In the review stage, experts with practical experience are hired to form a number of review groups, and the entities and technical data of the declared projects included in the review plan are inspected on the spot one by one to solicit users' opinions and form a review report. In the review stage, authoritative experts are hired to form a review committee, watch the video of the project and listen to the report of the review team. After comprehensive evaluation and inquiry, the evaluation results will be produced by secret ballot, submitted to the Ministry of Construction for review, and the winning project will be determined after publicity to the whole country.
After the "Luban Award" is announced, the Ministry of Construction and the China Construction Industry Association will present the gold statue and honorary certificate of the "Luban Award" to the winners, and issue certificates to the main contractors and inform them of the commendation. Allow the winning enterprises to embed a unified honor mark in the winning projects. In order to record this honor, the China Construction Industry Association will also compile the "Luban Award" into a book, which will be included in the history of architecture.
