Ni was born in Taipei, 1954. Born in Ruian, Zhejiang. He has seven brothers and sisters, ranking fifth. He graduated from the Political Department of Soochow University. He used to be the dean of Hantang College of Traditional Chinese Medicine in the United States and the doctoral supervisor professor of California University of Traditional Chinese Medicine. Besides being proficient in Chinese medicine, he is also good at numerology, divination, geomantic omen and so on.
