How to strengthen the police's emergency handling ability in the face of unexpected events

(A) to strengthen the police's sense of crisis

In the face of emergencies, to enhance the police's ability to deal with emergencies, we must first strengthen the police's crisis awareness, strengthen crisis education, establish a sense of being prepared for danger in times of peace, be safe without forgetting danger, be alive without forgetting death, and always be sensitive to prison emergencies. Prisons should use meetings, bulletin boards, mobile phone messages, slogans and other channels to publicize the destructive power that various emergencies may have on prisons and the threat to the police's own safety, cultivate the police's awareness of vigilance and participation, continuously enhance the police's rapid and efficient awareness of emergency and active communication, and put an end to the passive state of the police's indifference to emergencies.

(2) Establish an emergency "pyramid" talent team.

Because of the differences in age, personal physical quality and post business, it is impossible for everyone to become an elite in dealing with emergencies, just as not all soldiers can become generals. Therefore, according to the individual situation of the police, the prison should seek truth from facts, foster strengths and avoid weaknesses, and conduct training in batches and at different levels.

1. Set up an emergency leading group. The emergency leading group is the top of the pyramid, mainly composed of members of the prison leading group, with the warden as the leader of the leading group and other prison leaders as members, responsible for the overall prevention, overall command and decision-making of prison emergencies. Prison leaders have experienced many battles and have the opportunity to participate in emergency training organized by the Ministry of Justice and universities. They have a broader vision, richer decision-making ability and command ability than ordinary police in emergency response.

2. Set up a special police team of emergency department. The swat team is the closest part of the pyramid to the spire. Their duties are police cooperation, alert for surprise missions, handling major and serious prison situations, and quickly responding to prison emergencies. The number of special police teams is about 30 to 50, and the members are composed of young policemen from prison departments and prison areas with good psychological quality, good physical fitness, good capture and fighting skills, strength and quick response. The members of the special police team should include a certain proportion of prison areas, department leaders, police officers, doctors, psychological counselors, etc. To train these police officers into an expert team ("seed") for emergency response, we should mainly cultivate their five most basic and necessary abilities, such as keen insight, quick response, emergency command, emergency negotiation and psychological crisis intervention. SWAT team members should be familiar with all emergency plans of the prison, and understand the key parts and preventive measures of the prison. Moreover, it is necessary to ensure that 3-5 special police officers are stationed in the prison area 24 hours a day and arrive at the scene as soon as there is an emergency in the prison. Before the prison leaders arrive at the scene, they should command the leaders on duty and the police on duty in the prison area, and call the police in other nearby prisons to quickly carry out emergency response and win time for the prison to make a quick response.

3. Establish a backbone team in the prison area. The backbone team of the emergency department in the prison area is composed of the leaders of each prison area. This part of the staff is the middle part of the pyramid, with more people than the special police team, and it is an indestructible backbone of emergency work. Because each prison has at least one leader on duty in the prison area every day, there are emergencies in the three major construction sites. Before the arrival of the special police, the leader of the prison area was the first person to conduct on-site command and disposal. Therefore, the leaders of the prison area must be familiar with all emergency response plans in the prison area, fully grasp the prison situation and crime situation in the prison area, and be clear about the prevention of key parts in the three major places in the prison area. When there is an emergency in the prison area, you can immediately command and mobilize the police force in the prison area to fight quickly.

4. Establish a front-line police emergency response team. The front-line police directly manage the criminals in the three major scenes, which has the highest probability of encountering unexpected situations and poses the greatest threat to their personal safety. This part of the police is the lowest part of the "pyramid", they are the most fundamental and basic force to deal with emergencies, and the foundation is not firm. Therefore, the ability of frontline police to deal with emergencies is the most important. When an emergency happens, they must first ensure their own safety, call the police at the first time, and quickly conduct on-site command and control according to the emergency plan.
