Can I get a disability certificate if I am lame?

You can get a disability certificate if you are lame. To apply for a disability certificate, the applicant must first make a disability assessment in the hospital. Anyone with visual disability, hearing disability, speech disability, physical disability, intellectual disability, mental disability and multiple disabilities can apply for a disability certificate. The applicant shall submit a written application to the township community where the household registration is located and go to the designated hospital for disability assessment. After the township community fills in a written application, it will be submitted to the county disabled persons' Federation for review together with the disability assessment results. After being audited by the Municipal Disabled Persons' Federation, it meets the requirements.

What is the process of handling the disability certificate?

1. The applicant who is eligible to apply for a disability certificate is himself or his legal guardian. When applying for a disability certificate to the county-level Disabled Persons' Federation where the household registration is located, the applicant needs to prepare his ID card, household registration book and photos that meet the requirements;

2. The County Disabled Persons' Federation will review the materials submitted by the applicant;

3. The county-level Disabled Persons' Federation will directly assess the disability of the disabled, or let the disabled go to designated medical institutions for disability assessment;

4, the county disabled persons' Federation of the first instance of disability assessment, in line with the disability certificate, does not meet the return.

Legal basis: Article 47 of the Law of the People's Republic of China on the Protection of Disabled Persons.

Disabled persons and their units shall participate in social insurance in accordance with relevant state regulations.

Urban and rural grassroots mass autonomous organizations and families of disabled persons where disabled persons are located shall encourage and help disabled persons to participate in social insurance.

Disabled people with real difficulties in life shall be given social insurance subsidies in accordance with relevant state regulations.

Article 48

People's governments at all levels provide social assistance such as living, education and housing for disabled people who have real difficulties in life through various channels.

Local people's governments at or above the county level shall take other measures to ensure the basic livelihood of families with disabilities who still have special difficulties after enjoying the minimum living allowance.

People's governments at all levels shall give assistance to poor disabled people in basic medical care, rehabilitation services and the configuration and replacement of necessary assistive devices.

Local people's governments at all levels should give nursing subsidies to disabled people who cannot take care of themselves.

Article 49

Local people's governments at all levels shall provide assistance to disabled people who have no ability to work, no dependents or no ability to support and no source of income.

The state encourages and supports social forces to set up institutions to help the disabled.

Institutions that support and care for the disabled and their staff shall not insult, abuse or abandon the disabled.
