Chapter I General Rules of Mail

Postal communication has the characteristics of whole network, joint operation and quality guarantee. In order to ensure the normal communication, these rules are formulated in accordance with the Postal Law of People's Republic of China (PRC) and the Detailed Rules for the Implementation of the Postal Law of People's Republic of China (PRC).

Postal enterprises are public enterprises owned by the whole people that operate postal services. We must adhere to the service tenet of people's posts and telecommunications and the service policy of fast, accurate, safe and convenient, strengthen management and improve social and enterprise benefits. This regulation is a national unified regulation, and all bureaus must abide by it and may not change it without authorization. The post and telecommunications administrations of all provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial bureaus) may formulate specific implementation measures and supplementary provisions in accordance with these rules, which shall be implemented within the local area. However, it must be based on the principle of not affecting inter-bureau cooperation, not affecting communication quality, not lowering service level and safeguarding users' interests.

The implementation measures and supplementary provisions shall be reported to the General Post Office for the record. These Rules apply to domestic letters, parcels and postal express mail, among which mail sent from or to Hongkong, Macao and Taiwan Province Province shall be handled in accordance with the relevant provisions of the International Mail Processing Rules.

In addition to the basic provisions of Chapter II of these Rules, Section I mail types and Chapter V mail transportation, domestic express mail shall be handled according to the domestic express mail handling rules.

In addition to the mail transportation in Chapter V and the mail delivery in Chapter VI of these Rules, newspapers and periodicals shall be handled in accordance with the provisions on the distribution of newspapers and periodicals.

Remittance notice shall be treated as voucher mail in the delivery process, and remittance shall be handled according to the domestic postal remittance business handling rules.
