On the reasons why yuan shikai founded a new school.
At the beginning of 1904, the Qing government approved the Constitution of the Playing School drafted by Zhang Zhidong, Governor of Huguang, and published it in the form of an imperial decree, which was implemented throughout the country. Some new schools have been established in all provinces, with Zhili, Hubei, Jiangsu, Guangdong and Sichuan as the most. Their reasons are: the imperial examination is held all day, "all scholars are lucky enough to win the first place, so they can practice by dividing their ambitions and sharpening their skills" and "the school has no hope" Only by establishing the school as soon as possible can we change the internal and external "crisis" and "dispel doubts and eliminate humiliation", which not only makes countries "sit up and take notice", but also makes people "benefit from inspirational meditation, not be confused by fallacies, gain useful talents and hide their scheming".
