The Qing government directly issued a clause stipulating that fishermen could directly buy fish salt to pickle fish at a price close to the people. However, the imperial court was not stupid, and immediately issued an order saying that fishermen must report the number of fish they caught in detail to the relevant departments, and then the departments will issue certificates, so fishermen can only buy fish salt with this certificate. As a result, most people can only get the corresponding fish salt honestly. Later, the Qing government directly dyed the fish salt, and also stated that the unused fish salt must be returned to the relevant departments.

However, there are always some lawless elements who can find loopholes, which is also helpless. However, most people still obey the rules. Compared with the days when they could buy salt at will, they have to sigh that life is better now and people's lives are much happier.
