The village head is the director of the village Committee elected by the masses in accordance with the organic law of the village Committee. The term of office is three years, and can be re-elected, without rank.
Village head is a common name for village head before liberation. After liberation, China implemented villagers' autonomy and established villagers' committees. The standard title of the top leader is the director of the village Committee.
According to the taboo words and cautious words in the News Information Report of Xinhua News Agency (2065438+revised in July 2006) issued by Xinhua News Agency, "village committee director" is simply called "village director" and cannot be called "village head". College student village cadres can be called "college student village officials", but they should not be called "village officials".
Although some village chiefs are not civil servants and have no ranks, the judicial interpretation of the second paragraph of Article 93 of the Criminal Law stipulates that village committee directors are regarded as national cadres when they assist the government in the following nine kinds of management work:
(a) the management of disaster relief, emergency rescue, flood control, resettlement and disaster relief funds and materials;
(two) the management of social donations to public welfare undertakings;
(three) the operation and management of state-owned land;
(four) the management of land expropriation compensation fees;
(5) Collecting and paying taxes;
(six) family planning, household registration and conscription;
(seven) to assist other administrative work of the people's government.
In fact, in essence, village cadres do not belong to national cadres. Only under special circumstances, such as assisting the government in management, should they be regarded as national cadres, and they have the power of national cadres.
The work content of the village head:
1, under the leadership of the Party branch, presided over the overall work of the village committee, and timely handled and solved various daily problems;
2, to publicize the laws and regulations of the state and the principles and policies of the higher party and government to the villagers;
3. Do a good job in people's mediation;
4, timely reflect the demands and suggestions of the masses to the higher government, to protect the legitimate rights and interests of the masses;
5, timely report to the village committee branch.

Residents' committees or villagers' committees established in urban and rural areas according to residents' living areas are grassroots mass autonomous organizations. The directors, vice-directors and members of residents' committees and villagers' committees are elected by residents. The relationship between residents' committees and villagers' committees and grass-roots political power shall be stipulated by law. Residents' committees and villagers' committees shall set up people's mediation committees, public security committees and public health committees to handle public affairs and public welfare undertakings in their residential areas, mediate civil disputes, help maintain social order, and reflect the opinions, demands and suggestions of the masses to the people's government.
