In order to further improve the quality and equipment level of coal mine management, strictly control the access of coal mine management team, improve the quality of coal mine safety management team through multiple channels, consolidate the foundation of coal mine safety, comprehensively compact the main responsibility of coal mine, strengthen professional and technical support, enhance the ability of coal mine management, and curb coal mine production safety accidents, with the consent of the municipal party Committee and the municipal government, relevant matters are hereby notified as follows:

First, strengthen the construction of coal mine team and improve the management ability of safety production.

(a) the mine manager, deputy mine manager, chief engineer and deputy chief engineer shall meet the following conditions

1. College degree or above in coal mine related major;

2. Have more than 3 years of relevant work experience in coal mines, and may not work part-time in other coal mines; The mine manager and chief engineer of the mine with high gas, coal and gas outburst should have more than 3 years working experience in the mine with high gas, coal and gas outburst;

3. Have the practical working ability and organization and coordination ability of the corresponding post;

4 to obtain the qualification of coal mine safety production management;

5. Good health, no more than 60 years old.

(two) the person in charge of the coal mine safety production management institution shall meet the following conditions

1. Technical secondary school education or registered safety engineer (coal) qualification related to coal mine;

2. Have more than 2 years working experience in coal mine safety production;

3. Have the actual working ability of the corresponding position;

4 to obtain the qualification of coal mine safety production management;

5. Good health, no more than 60 years old.

(three) coal mine special operations personnel should meet the following conditions

1. High school education or above (1, 20 18), or vocational high school, technical secondary school or above;

2. Have relevant working experience in coal mines;

3. Obtain the special operation certificate issued by the provincial coal mine safety training department;

4. Healthy age is no more than 60 years old.

(four) standards for professional and technical personnel in coal mine safety production

Coal mining enterprises must be equipped with "five-post mine managers", equipped with professional and technical personnel such as coal mining, tunneling, ventilation, electromechanical transportation, geological survey, water prevention and control, and computers. The design scale is 300,000-600,000 tons/year (including 600,000 tons), with no less than 20 technicians; In mines with a design scale of 600-65438+200,000 tons/year (including 65438+200,000 tons), the number of technicians shall not be less than 30; Design scale10.2 million tons/year mine, technical personnel not less than 40 people. Coal and gas outburst mines, mines with complex hydrogeological types or extremely complex ones should be equipped with specialized agencies and professional and technical personnel in strict accordance with the Detailed Rules for the Prevention and Control of Coal and Gas Outburst and the Detailed Rules for the Prevention and Control of Water in Coal Mines. Technical personnel positions shall not be concurrently held by each other, and at the same time, special operators must be equipped to meet the needs of safe production.

(five) strict assessment of coal mine safety production management ability.

In order to further predict the prevention and control of major safety risks in coal mines, the "five-post mine manager", deputy chief engineer and "six-post technician" in coal mines were assessed. The assessment adopts the method of "sub-item assessment scoring, weighted calculation", and the assessment results are evaluated with a percentage system. If the score is 100, 80 or above is qualified, of which basic knowledge test accounts for 40% and post performance ability assessment accounts for 40%.

1. Basic knowledge test. According to the major majors of coal mine, the basic theory examination is organized by the five-post mine manager, the deputy chief engineer and the six-post technician. The examination paper is compiled by the expert group hired by Qujing Energy Bureau. State-owned coal mines are tested by Qujing Energy Bureau, and local coal mines are tested by coal mine safety supervision departments of coal-producing counties (cities, districts).

2. Post performance ability evaluation. Randomly select test questions from the relevant professional question bank for on-site testing. The coal mine safety supervision departments at the city and county levels respectively evaluate the performance ability of the "five-post mine manager", "deputy chief engineer" and "six-post technician" in state-owned coal mines and local coal mines.

3. Daily management evaluation. The evaluation of daily work is carried out by questionnaire survey and scoring of coal mine safety managers, coal miners and supervision cadres, and the daily management ability of "five-post mine manager", "deputy chief engineer" and "six-post technician" is evaluated respectively.

4. Time limit for assessment. On July 3, 2022, before July 0, 2022, the coal mine safety supervision departments at the city and county levels set up an assessment team to comprehensively assess the performance ability of the existing "five-post mine manager", "deputy chief engineer" and "six-post technician" in state-owned coal mines and local coal mines.

5. Application of the results. Coal mine management personnel and professional and technical personnel have passed the examination and the staffing meets the requirements, and organize production and construction according to laws and regulations; If the assessment is unqualified, and the assessment is still unqualified after three months of training and study, and there are no new recruits, resulting in the coal mine being identified as having major accidents in accordance with the law, the production and construction shall not be carried out before the hidden dangers of safety production in the coal mine are eliminated.

(6) Introduce, train and use talents through multiple channels.

Do a good job in human resources planning and actively introduce urgently needed talents, high-level talents and professional and technical talents through multiple channels. By the end of 2025, in the safety production management team of coal mining enterprises in the city, the proportion of bachelor degree or above in coal-related majors will strive to reach more than 20%, college degree or above will reach more than 50% (including full-time college degree or above), and the proportion of intermediate and above titles will not be less than 30%. Formulate the training plan of coal mine professionals, implement the training project of high-skilled talents in coal mine enterprises, and train talents in coal industry through school education and training, on-the-job training in enterprises, and personal self-study. Actively carry out school-enterprise cooperation in running schools and implement self-service "order-based" training for the government and coal mining enterprises. Establish and improve a reasonable talent incentive mechanism, improve the wages of managers and professional and technical personnel in coal mining enterprises, and safeguard the legitimate rights and interests of employees. Coal mining enterprises should establish a talent evaluation system focusing on coal mine safety and a fair, competitive and merit-based talent evaluation mechanism.

Two, strengthen the coal mine infrastructure, improve the safety level of coal mines.

(1) Effectively increase investment in production safety.

Coal mines should improve the long-term mechanism of safety investment, strictly implement the "Measures for the Administration of the Extraction and Use of Safety Production Expenses of Enterprises", and fully extract the safety production expenses in strict accordance with the standards, and use them for special purposes to ensure that safety investment is in place. For coal mines that have insufficient extraction, misappropriation of safety production expenses and insufficient investment, the corresponding responsibilities shall be seriously investigated according to law.

(2) Accelerate the upgrading of mine scale and equipment level.

According to the requirements that the single well scale is not less than 300,000 tons/year and the average single well scale is not less than 600,000 tons/year, the production scale of coal mines will be improved. Vigorously implement "one excellent and three reductions" (optimizing system, reducing levels, reducing heads and personnel) to improve mine production efficiency. Intensify the technological upgrading and transformation of major equipment such as mining, electromechanical, transportation and ventilation, and provide corresponding facilities and equipment in strict accordance with the requirements of the specification to speed up the construction and transformation of coal mines. All reserved coal mines must be built according to the fully mechanized design, and the auxiliary systems such as ventilation, drainage and transportation must be automatically controlled when the coal mines are completed and put into operation. Before 65438+February 3, 20221,all production coal mines must be fully mechanized and fully excavated, and the auxiliary production system must be automated. According to the recognized standards of standardized management system for coal mine safety production, coal mines should reach Grade II and above.

(C) to strengthen the construction of coal mine management information

Formulate Qujing coal mine safety production information management system, build and improve the information management system of coal mine underground workers, underground working environment and facilities and equipment operation, make full use of modern information means, effectively control people's unsafe behavior, unsafe state of facilities and equipment and unsafe factors of the environment, and improve the mine safety foundation. Before July 3, 20221,realize the full coverage of video monitoring in important places such as underground mining operation point, tunneling face T 1 probe and drilling construction site; Before September 30, 2022, complete the installation of identity uniqueness detection devices for people entering and leaving the well such as face recognition and iris recognition; Before 65438+February 3, 20221,the construction of accurate positioning system for underground personnel in coal mines will be completed. Strengthen the update and maintenance of basic data and network transmission guarantee to ensure the stable and reliable operation of the system, true and accurate data and proper monitoring.

(D) improve the technical support of coal mining enterprises themselves.

1. Establish and improve technical management institutions. The legal representative of the enterprise shall set up a production technology management organization (chief engineer's office or production technology management office), and be equipped with professional technicians in mining, ventilation, electromechanical, geology, surveying, etc. with technical secondary school education or above (or equivalent to technical secondary school education and titles of technicians and assistant engineers) and certain working experience.

2. Strengthen production technology management. Coal mines must take production technology management as an important basic work, earnestly strengthen the leadership over production technology management, formulate and improve the responsibility system, and establish and improve the technical management system headed by the chief engineer (deputy mine manager in charge of technology) under the leadership of the mine manager.

3. Strictly implement the responsibility of production technology management. The chief engineer of coal mine (in charge of technical leadership) is responsible to the mine manager, in charge of coal mine technical work, and puts forward plans and measures for major production technical problems. After being approved by the mine manager, the responsible person will organize the implementation, and strictly assess rewards and punishments.

(5) Introduce professional technical services in coal mines.

1. Under any of the following circumstances, coal mining enterprises shall be guided to purchase third-party technical services after being dealt with according to laws and regulations.

(1) The coal mine system is chaotic and the safety technology management ability is insufficient;

(2) The coal mine disaster is serious, and the governance capacity is insufficient;

(3) gas, flood, fire, coal dust and other governance is not up to standard;

(4) Lack of mechanization, automation, informationization and intelligent management ability;

(5) The dynamic management of standardized management system of safety production has not reached the corresponding grade standard (Grade II and above);

(6) Other aspects that the coal mine needs or the competent department thinks that the coal mine needs to purchase third-party services.

2. A third-party technical service institution shall meet the following conditions at the same time

(1) Enterprises and social organizations (excluding mass organizations guaranteed by financial allocations), public welfare second-class institutions and institutions engaged in production and business activities established according to law with independent legal personality;

(two) with the corresponding technical service qualification of coal mine safety production;

(3) Have strong technical service and practical guidance ability for coal mine safety production, rich experience in major disaster management, and be able to independently carry out technical service for coal mine safety;

(4) No bad safety production credit record;

(5) Other conditions stipulated by laws and regulations.

3. Build a third-party service platform

According to the third-party service system for coal mine safety production in Qujing (Trial), Qujing Energy Bureau took the lead and entrusted Qujing Coal Association to complete the construction of the third-party service platform for coal mine safety production in Qujing before July 3, 2022/KLOC-0, and carry out third-party technical services. Coal mining enterprises can choose their own service organizations in the third-party service platform for coal mine safety production in Qujing City, and sign the purchase service agreement, and the expenses shall be borne by the coal mining enterprises.

(six) to take the overall custody, improve the ability to run mines.

1. Under any of the following circumstances, the coal mine shall be guided to implement overall custody after being handled according to laws and regulations.

(1) The coal mine ordered to suspend production for rectification has actually stopped production for rectification for more than 6 months and failed to meet the production or construction conditions for resumption of production acceptance;

(two) three months found more than two major production safety hazards are still in production of coal mines;

(3) Coal mines with 2 major accidents or 3 general accidents within one year;

(4) Coal mines that do not have the ability of safe production management, with chaotic mining layout, poor engineering quality and outstanding hidden dangers;

(5) Coal mines that need to be managed as assessed by the regulatory authorities at or above the county level.

If it is difficult to find a supporting party for the entrusted coal mine, the coal mine shall be ordered to stop all production and construction activities in accordance with the law, and the production and construction can be resumed only after passing the acceptance.

2 supporting enterprises should have the qualifications.

(1) has the qualification of a legal person, and its business license is legal and valid;

(two) a large state-owned coal enterprise or unit with professional management experience in coal mine production and no major or above production safety accidents occurred in the coal mines managed in the previous year;

(3) Having professional and technical personnel in coal mines who can meet the needs;

(4) There is no dishonesty in the field of safety production during the joint disciplinary period;

(5) To support mines with serious disasters such as high gas, coal and gas outburst, easy spontaneous combustion of coal seams, complex hydrogeological types and rock burst, the supporting unit must have relevant mine safety management experience, technical level and good performance.

3. The enterprise signs a custody agreement.

After the assessment, the coal mining enterprises and undertaking units that need to be entrusted shall sign entrustment contracts (agreements) according to relevant national laws and regulations, and shall not be signed by subordinate enterprises or units of both parties. In principle, the term shall not be less than 3 years, and the signing of long-term contracts (agreements) is encouraged, and the entrusted expenses shall be borne by the coal mining enterprises. After the escrow contract (agreement) is signed, the entrusting party shall submit the escrow contract (agreement) to the department directly responsible for coal mine safety supervision within 30 days, and submit it to the coal industry management department at the same level and the resident coal mine safety supervision institution. If it is necessary to extend the custody period, the custody contract (agreement) shall be re-signed 30 working days in advance, and the submission procedures shall be fulfilled.

Third, safeguard measures.

(1) Strengthen organizational leadership. Established by the Municipal People's government in charge of the leadership as the team leader, the relevant deputy secretary general of the Municipal People's government and the director of the Municipal Energy Bureau as the deputy team leader, and the relevant directly affiliated units of the municipal government are responsible for the promotion of coal mine operation capacity as members, responsible for overall scheduling, coordinated promotion, supervision and guidance of the city's work to improve coal mine operation capacity; The leading group has an office in the Municipal Energy Bureau, which is responsible for the daily work of the leading group. The coal-producing counties (cities, districts) should set up corresponding working institutions, be responsible for the organization and leadership of relevant work within their respective administrative areas, make overall plans to promote the work, and ensure that all work is effective.

(2) Strengthen the implementation of responsibilities. Coal mining enterprises are the main body responsible for improving the management ability of coal mines. It is necessary to study and formulate specific implementation plans in a timely manner, clarify the establishment and staffing of coal mine management institutions, do a good job in human resources planning, refine the objectives and tasks of introducing and training professional and technical personnel, effectively improve the level of safety investment and equipment, comprehensively analyze major disaster capabilities, and adopt practical ways and means to comprehensively improve coal mine management capabilities.

(3) Strengthen industry supervision. City and county coal mine safety supervision departments should carry out scoring management in strict accordance with the Qujing City Coal Mine Employees Access Management System (Trial), urge coal mines to be fully equipped with strong professional and technical personnel, cultivate their own talents, improve safety investment, accelerate the improvement of mine scale and equipment level, guide and urge coal mines with weak disaster control ability to introduce third-party technical services or overall custody, and enhance their mine-running ability. It is one of the important conditions for the recovery and reconstruction of coal mines to establish a long-term system of regular assessment and assessment, and to evaluate the management ability of safety production once a year before the recovery and reconstruction of coal mines. Comprehensively compact the main responsibility of coal mining enterprises, and all coal mines with inadequate investment in "people, money and materials" and inadequate implementation of the main responsibility will be severely dealt with according to the law and regulations.
