Organs, organizations, enterprises, institutions and other units shall perform the following fire safety duties:
1, implement the fire safety responsibility system, formulate the fire safety system and fire safety operation procedures of the unit, and formulate fire fighting and emergency evacuation plans;
2, according to national standards and industry standards, configuration of fire facilities and equipment, set up fire safety signs, and organize regular inspection and maintenance, to ensure good and effective;
3, building fire control facilities at least once a year to conduct a comprehensive inspection, to ensure good and effective, inspection records should be complete and accurate, archived for future reference;
4. Ensure that evacuation passages, safety exits and fire truck passages are unblocked, and ensure that fire prevention and smoke prevention zones and fire prevention intervals meet the technical standards for fire control;
5, organize fire inspection, eliminate fire hazards in time;
6. Organize targeted fire drills;
7. Other fire safety duties as stipulated by laws and regulations. The main person in charge of the unit is the person in charge of fire safety of the unit.
To sum up, the fire passage is the passage that firefighters need to pass when carrying out rescue, and it must be unimpeded and not occupied. Fire escape can only be used as a safe exit in case of fire, not as a daily entrance and exit for residents.

Article 60 of People's Republic of China (PRC) Fire Protection Law
If a unit violates the provisions of this Law and commits any of the following acts, it shall be ordered to make corrections and be fined between 5,000 yuan and 50,000 yuan:
(a) fire facilities, equipment or fire safety signs configuration, settings do not meet the national standards, industry standards, or not kept in good condition and effective;
(two) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;
(3) Occupying, blocking or sealing evacuation passages and exits or other acts that hinder safe evacuation;
(four) burying, occupying, blocking the fire hydrant or occupying the fire prevention space;
(five) occupy, block or close the passage of fire engines, which hinders the passage of fire engines;
(six) in crowded places, set up obstacles on doors and windows that affect escape and fire fighting and rescue;
(seven) after being notified by the fire rescue agency, failing to take timely measures to eliminate fire hazards.
Individuals who commit any of the acts listed in the second, third, fourth and fifth items of the preceding paragraph shall be given a warning or imposed a fine of not more than 500 yuan.
