Yesterday, reporters learned that the "Name Registration Regulations (Preliminary Draft)" stipulates for the first time that citizens should take their father's or mother's surname, but they are allowed to use the surnames of both parents. According to reports, when children adopt the surnames of both parents, they can be named according to the double surnames, but it does not count as a compound surname. Based on the current 1,601 surnames in our country, this approach can add 1.28 million new double surnames, which will greatly solve the problem of common surnames. From the actual situation in our country, children are allowed to take their father's or mother's surname, and it is advocated to adopt the surnames of both parents. This can not only show the family and blood relationship between the children and both parents, but also solve the problem of duplication of names in the population with common surnames. Article 22 of the current Marriage Law stipulates that "children can take their father's surname or their mother's surname", which gives citizens the right to choose a surname and embodies the principle of equality between men and women. However, the expression is prone to ambiguity that children can adopt the surname at will, and it does not cover the situation of adopting the surnames of both parents. Therefore, based on the above considerations, the Regulations stipulate that citizens should take their father's or mother's surname. Both parents' surnames are allowed.
Necessary restrictions should be placed on the names and words used by citizens under certain conditions. The "Regulations" stipulate that names must not contain the following content: 1. Damage the dignity of the country or nation; 2. Go against good national customs; 3. Easily cause adverse reactions or misunderstandings from the public. The "Regulations" stipulate that names shall not use or contain the following words, letters, numbers, and symbols: 1. Simplified traditional Chinese characters; 2. Eliminated variant characters, except for variant characters in surnames; 3. Self-made characters; 4. Foreign characters Text; 5. Chinese Pinyin letters; 6. Arabic numerals; 7. Symbols; 8. Other words beyond the scope of standardized Chinese characters and ethnic minority scripts. Considering that the number of characters used in Chinese names is usually two to three Chinese characters for single surnames, and three to four Chinese characters for compound surnames or the surnames of both parents, the "Regulations" stipulates: Except for those using ethnic characters or written or translated Chinese characters, The name should be no less than two Chinese characters and no more than six Chinese characters.
The "Regulations" also stipulate in detail the conditions for changing the surname, the conditions for changing the name, and the circumstances under which name changes are not allowed.
In order to prevent the abuse of name rights and frequent name changes, the "Regulations" stipulate that citizens over the age of 18 may apply for name change registration only once. The "Regulations" stipulate that anyone who submits false certification materials to apply for name registration or name change registration will be given a warning by the household registration authority and a fine of not more than 500 yuan will be imposed. Anyone who fraudulently obtains name registration or name change registration shall be fined not more than 800 yuan.
