I don’t know what kind of macro you want to set. If you are simply summoning water babies, then ESC and click Macro Settings, then click New, give a name and select the icon, and then enter in the edit bar

/release to summon water elements

Then just drag the icon into the action bar. .

SHIFT left mouse button is to click the skill in the spell book while the spell book is open. Clicking on a skill in the action bar has no effect.
