1. The bully causes slight physical and psychological pain to the bullied person by relying on force and bullying, and his behavior is not illegal. If one of the following circumstances occurs, it is a general bullying incident with minor circumstances:

(1) Giving insulting nicknames to others;

(2) Insulting their personality to a lesser degree;

(3) Damaging other people’s property , of low value;

(4) Posting derogatory or insulting remarks on the personality of others on social media.

2. If the bully’s bullying behavior is not illegal, causes obvious physical and psychological harm to the bullied person, and meets one of the following circumstances, it is a serious bullying incident with relatively serious circumstances:

(1) Punching, kicking, slapping, pushing, tripping, pulling hair and other physical attacks on the bullied person;

(2) Fabricating facts to slander the bullied person;

< p>(3) Using images on social media to belittle or insult the personality of the person being bullied;

(4) Forcing the person being bullied to take off his clothes;

(5) Forcing the person to be bullied The bully’s property;

(6) Other serious bullying incidents with relatively egregious circumstances.

▲Corresponding punishment: While criticizing and educating students who commit bullying, the school can ask the public security organs to participate in warning education or reprimand the students who commit bullying.

3. If the bully has one of the following circumstances, it is a serious bullying incident that persists despite repeated admonitions or the circumstances are egregious: (1) Bullying again after school education;

< p>(2) Uploading images of bullied people being bullied on social media;

(3) Acts that violate public security management regulations, but will not be punished if they are under 14 years old;

(4) Behavior that violates public security management regulations, but is not punishable according to law;

(5) Carrying knives and other instruments to threaten or beat the bullied;

(6) Repeatedly forcibly removing the bullied person's clothes;

(7) Repeatedly forcibly extorting the bullied person's property;

(8) Other serious bullying incidents that persist despite repeated admonitions or the circumstances are egregious.

▲Corresponding punishment: If necessary, students who commit bullying can be transferred to specialized (work-study) schools for education. Bullying incidents involving students who violate public security management or are suspected of committing crimes will be dealt with mainly by the public security organs, people's courts, and people's procuratorates.
