Can a fortune-telling parlor obtain a business license?

Legal analysis: The law stipulates that a business license must be obtained for business operations. The business license has provisions and prohibits engaging in feudal superstitious activities. Strictly speaking, divination in China is illegal, but people can still set up stalls because they are doing it on the sidelines. The reasons are: the people don't care about it, and the people in the industrial and commercial offices turn a blind eye, as long as there is no instigation from superiors. During the rectification campaign, those stalls can still pay some taxes. Besides, they didn’t cause any trouble. Everyone in China believes in this, so why would they kick someone for no reason? If a certain clothing store causes any major trouble to customers, the local clothing industry will not be shut down entirely. If the divination industry causes any major trouble to customers, the entire local divination industry will be shut down for rectification. On the contrary, people from industrial and commercial offices who have nothing to do usually don't bother to care about you, but this does not mean that it is legal.
