Huaihua Zhai was established in the Song Dynasty with the meaning of "Huairou and Naturalization", and the county was established in 1942. On November 29th, 1998, the State Council approved the cancellation of Huaihua area and county-level Huaihua City, and the establishment of prefecture-level Huaihua City.
Huaihua City (referring to prefecture-level Huaihua City, the same below) has a long history. As far back as the Neolithic Age, ancestors lived here in secret, with sites all over the city, and the unearthed cultural relics are extremely rich. In ancient times, it was the Jingzhou land of Yugong Kyushu. However, it was not until the end of the Spring and Autumn Period that Chu developed Hunan to the south and began to conquer the present Guizhou area that it began to establish its rule. During the Warring States Period, the county in the middle of Guizhou was established in Chu, and Huaihua city basically belonged to the county in the middle of Chu and Guizhou. Hecheng District governs 5 streets, 2 towns and 6 townships: Chengzhong Street, Chengbei Street, Hongxing Street, Yingfeng Street, Tuoyuan Street, Huangjin 'ao Town, Duziyan Town, Yingkou Township, Yangcun Township, Shimen Township, Hejiatian Township, Liangting 'ao Township and Luping Township.
