On April 26, 2023, five sponsors applied to the Xuzhou Federation of Social Science and Technology to prepare the Xuzhou Zhouyi Research Society. On May 12, 2023, the Xuzhou Federation of Social Science and Technology approved the establishment of the Xuzhou Zhouyi Research Association. On May 31, 2023, Xuzhou Civil Affairs Bureau approved the name of Xuzhou Zhouyi Research Association. At the same time, with the support of the Xuzhou Federation of Social Science and Technology, the preparatory team collected information on a total of 468 members from Xuzhou City and other provinces and cities who intended to participate, and identified more than 50 members in the first batch.
