How did it come about that there was Tanzhe Temple first and then Youzhou City?

Seeing that the time had come, the old dragon showed his true form, explained the whole story, kowtowed and saluted. Seeing that Lao Long was so sincere, Hua Yan explained that he planned to build a large temple on the foundation of Qinglong Pool and asked Lao Long to "give up his house" and move to another place. Lao Long nodded repeatedly when he heard this. That night, the sky suddenly became windy and rainy, huge waves surged into the sky in Qinglongtan, lightning flashed and thundered, and the old dragon soared into the sky and flew north.
