During the Anti-Japanese War, Chairman Mao repeatedly expounded the meaning of "Chinese democracy * * Republic of China". On December 3, 1948, Chairman Mao's 1949 New Year's dedication to Xinhua News Agency, "Carry the Revolution to the End", clearly announced: "In 1949, a political consultative conference with the goal of completing the people's revolutionary task will be convened without the participation of reactionaries, announcing the establishment of the Chinese people's Republic and forming the central government of the Republic."

On June 16th, 1949, the first plenary session of the Preparatory Committee of the New Chinese People's Political Consultative Conference adopted Article 3, paragraph 5, of the Regulations on the Organization of the Preparatory Committee of the New Chinese People's Political Consultative Conference as "proposing a plan for establishing the Chinese people's democratic Republic".

On June 19th of the same year, during the discussion in the fourth group of the Preparatory Committee of the New CPPCC, Zhang Xiruo, a professor from Tsinghua University, questioned the title of "Chinese People's Democratic Republic". He said that the name of the country was too long and suggested removing the word "democracy". Finally, the phrase "People's Republic of China" was adopted.

On September 27th of the same year, the first plenary session of the Chinese People's Political Consultative Conference adopted a resolution to officially name the country as the People's Republic of China. And remove the abbreviation of "Republic of China" after the country name. Since then, the word "Republic of China" has been completely removed from the conference documents adopted by the CPPCC meeting. After the founding of New China, "Republic of China" was gradually replaced by "Chinese People * * * and China" in people's habitual address.
