It is said that before the tower was built, it was Stone Hill, also known as Yuelonggang. The dragon crouched in the Piyun Building, and the dragon's tail reached Yuelonggang. Once the dragon's tail jumped and flooded, building a tower in Yuelonggang could nail the dragon's tail, curb the dragon and keep the embankment, so the people regarded the tower as the treasure of the town embankment, bringing joy of celebrating the jubilee.
