Can the road in the community be named by itself?

There are two situations. Usually it is planned in advance by the Planning Bureau before construction, within the dividend line and outside the red line.

Within the red line, developers make their own decisions.

Sometimes the road outside the red line is handed over to the developer to build the road, but it is handed over to the municipal government after completion, so it cannot be named by itself, and it may be changed after naming.
