Historical evolution
Daowai District was originally divided by the China-Eastern Railway. Its west was called "Daoli" and its east was called "Daowai". Outside the road, it was originally called "Fujiadian". In the early years, the Fu brothers opened a small inn and a large car shop here to form a settlement, so it was called Fujiadian. In 1908 (the thirty-fourth year of the reign of Emperor Guangxu of the Qing Dynasty), He Houchi, the new governor of Binjiang Hall and Jiang Fang, believed that the word "dian" had a narrow meaning and changed the word "dian" to "dian", so it was called "Fujiadian".
The Daowai area was under the jurisdiction of the deputy capital of Alchuka after the middle of the Qing Dynasty. At the end of the Qing Dynasty, civilian officials were added. On January 23, 1907 (the tenth day of December in the 32nd year of Guangxu's reign in the Qing Dynasty), Jilin General and others approved the establishment of the Binjiang Hall to govern Fujiadian and Gangjiadian (today's eight districts outside Daowai). , Sijiazi (today's Shiliidao Street outside Daowai) and other places. Zhu Qijing, the co-president of the Binjiang Department, "opened the seal script to examine matters" on April 18 of the same year (the sixth day of March in the 33rd year of the reign of Emperor Guangxu of the Qing Dynasty). The department was located at South 11th Street, Daowai District today. It belongs to Harbin Pass (i.e. Binjiang Pass). On June 2, 1909 (April 15th, the first year of Xuantong in the Qing Dynasty), it was renamed Shuangcheng Prefecture. Later, because the jurisdiction area was too small, some places along the river in Shuangcheng Prefecture and Acheng County were placed under the jurisdiction of the Binjiang Department around 1910 (the second year of Xuantong in the Qing Dynasty). The area under its jurisdiction is more than 70 miles wide from east to west and more than 40 miles long from north to south. In the same year, it was transferred to the Northwest Road of Jilin Province. After the founding of the Republic of China, Binjiang Hall was renamed Binjiang County in March 1913. In June of the following year, the northwest road was renamed Binjiang Road, and then it was renamed Binjiang Road. In 1916, in order to prosper Fujia Store, Sijiazi (today's Shiliudao Street) was opened as a new market street and gradually expanded to Ershidao Street. In December of the same year, Binjiang County Office moved to Sijiazi. In 1919, the area around Quanhe and Taipingqiao in Acheng County was placed under the jurisdiction of Binjiang County and turned into a commercial port. In February 1929, it was placed directly under the jurisdiction of Jilin Province. In May of the same year, the Binjiang Municipal Preparatory Office was established, and Fujiadian, Sijiazi, Quanhe, and Taipingqiao were designated as Binjiang Municipal Districts. Binjiang County only took charge of the rural part, and implemented separate governance between cities and counties. Directly under the jurisdiction of Jilin Province. After the fall of Northeast China, it was merged into Harbin Special City on July 1, 1933. On July 1, 1938, the puppet Harbin Municipal Office promulgated urban regulations, abolished the Baojia system, implemented a district system, and divided Fujiadian area (except Taipingqiao) into East Fujia District and West Fujia District. After the victory of the "93" Anti-Japanese War in 1945, the original East and West Fujia Districts were merged into Daowai District. In September 1946, Daowai District was divided into East Fujia District and West Fujia District. In July 1948, the municipal government decided to adjust the administrative divisions and divide the East and West Fujia Districts into three Fujia Districts: East, West and North. In October 1949, North Fujia District was abolished and divided into East Fujia District and West Fujia District respectively. East and West Fujia Districts were divided by Jingyu Jiudao Street. On August 28, 1956, the People's Committee of Heilongjiang Province approved the merger of East Fujia District and West Fujia District into Daowai District. In October of the same year, the two districts were officially merged.
In November 1958, Songpu Township, formerly Binjiang District, was placed under the jurisdiction of Daowai District and changed to Songpu People's Commune. In March 1963, suburban rural communes were placed under the jurisdiction of the newly restored Binjiang District. In August 1972, Binjiang District was abolished and the three rural communes of Songpu, Qianjin and Wanbao were placed under the jurisdiction of Daowai District. From 1983 to 1984, the government and the community were separated, and the rural communes were transformed into townships. In March 1985, Songpu Township was changed to Songpu Town, and Wanbao Township was changed to Wanbao Town.
In 1992, Daowai District was located in the northeast of the city, with the Songhua River running across the entire territory from west to east. It was an urban area that "governed across the river". It borders Taiping District to the east, Nangang District to the south, Binzhou Railway and Daoli District to the west, Zhaodong City to the northwest, and Hulan County to the north. The total area of ??the district is 298 square kilometers, of which the urban area is 8.2 square kilometers and the scenic area is 38 square kilometers. In 1909 (the first year of Xuantong in the Qing Dynasty), it was changed to the jurisdiction of Shuangcheng Prefecture of Jilin Province. In 1920, the Office of the Governor of Heilongjiang Province established the Majiachuukou Municipal Bureau in Majiachuukou. In February of the same year, it was renamed the Songbei Municipal Bureau. In August 1925, it was renamed the Songpu Municipal Bureau. Jiangnan Fudian (now Daowai District) was under the jurisdiction of General Jilin. It was renamed Binjiang County in 1913, and a municipal preparatory office was established in 1927. Binjiang City was established in May 1929, and Fujiadian, Sijiazi, Quanhe and Taipingqiao were designated as Binjiang City's jurisdiction. Binjiang County only controls the rural part of the original county. In 1932, the Japanese army invaded Harbin and merged Binjiang City and Songpu City into Harbin City the following year. At the same time, East and West Fujia District and Songpu District were divided. (Excerpted from "Daowai District Government Website", etc.)
After the liberation of Harbin City on April 28, 1946, the East and West Fujia Districts were once again changed to East, West and North Fujia Districts. Soon, Bei Fujia District was abolished. In 1956, East and West Fujia Districts were merged and renamed Daowai District.
