Fourth local people's governments at all levels are responsible for the minimum living security for urban residents. The civil affairs departments of the people's governments at the county level, sub-district offices and town people's governments (hereinafter referred to as the administrative examination and approval authorities) are responsible for the specific administrative examination and approval of the minimum living guarantee for urban residents.
The residents' committee may, according to the entrustment of the administrative examination and approval authority, undertake the daily management and service of the minimum living guarantee for urban residents.
