Article 3 Standardization work shall implement the new development concept and adhere to the principles of government guidance, market drive, social participation and coordinated promotion. Article 4 The people's governments at or above the county level shall promote the implementation of standardization strategy, speed up the popularization and integration of standardization in various fields of economy and society, and give play to the basic and strategic role of standardization in building a leading province of socialist modernization. Article 5 The provincial people's government shall establish a standardization coordination mechanism, make overall plans for policy formulation, supervise and inspect the implementation of policies, promote major reform and innovation in standardization, study and solve major problems in standardization work, and coordinate major issues in standardization work in this province.
The people's governments at the city and county levels with districts may, according to the needs of their work, establish a standardization coordination mechanism to coordinate major issues in the standardization work of their respective administrative regions. Article 6 The departments in charge of standardization in provinces and cities divided into districts shall uniformly manage the standardization work within their respective administrative areas and perform the following duties according to law:
(a) to carry out standardization research and organize the formulation of standardization work plans and plans within their respective administrative areas;
(two) responsible for the establishment, examination, approval, numbering, publication, publicity and examination of local standards;
(three) to guide and supervise the formulation of standards and supervise the implementation of inspection standards;
(four) to manage the standardization technical committee at the corresponding level;

(six) other duties as prescribed by laws and regulations.
The standardization departments of the people's governments at the county level shall, in accordance with their statutory duties, uniformly manage the standardization work within their respective administrative areas. Article 7 The relevant competent departments of provinces and cities divided into districts shall manage the standardization work of their own departments and industries within their respective administrative areas and perform the following duties according to law:
(a) to formulate the standardization work plan of the department and the industry, and to establish a working mechanism for the synchronous planning and implementation of standardization work and business work;
(two) to be responsible for the declaration, drafting, soliciting opinions and putting forward examination suggestions on the local standards of this department and this industry;
(three) to promote and guide the formulation of standards of this department, industry groups and enterprises;
(four) to organize the publicity and implementation of the national standards, industry standards and local standards of their own departments and industries, and to supervise and inspect the implementation of the standards;
(five) to assist in the management of the standardization technical committee of the department and the industry;
(six) to promote the international standardization of the department and industry;
(seven) other duties as prescribed by laws and regulations.
The relevant competent departments of the people's governments at the county level shall manage the standardization work of their own departments and industries within their respective administrative areas. Article 8 The standardization departments of the people's governments at or above the county level shall promote the digital reform of standardization work, promote multi-party participation, business collaboration and data integration, and improve the level and efficiency of standardization work. Chapter II Standard Formulation Article 9 The people's governments at or above the county level and their relevant competent departments shall highlight the advantages and characteristics of this province, establish a new standard system, and promote the coordinated development of standards formulated by the government, group standards and enterprise standards independently formulated by the market.
The technical requirements of local standards, group standards and enterprise standards shall not be lower than the mandatory standards; Encourage the technical requirements of group standards and enterprise standards to be higher than recommended national standards, industry standards and local standards. Article 10 The competent departments of standardization in provinces and cities divided into districts shall regularly organize relevant administrative organs, social organizations, enterprises, institutions and standardization service agencies to systematically study the advanced nature, applicability and effectiveness of local standards at the corresponding level with the help of digital technology, and accurately grasp the requirements for the compilation and revision of local standards. Eleventh to promote digital reform, promote common prosperity and implement other major decisions and arrangements, the need to unify technical requirements, provincial and municipal standardization departments and other relevant departments should speed up the formulation of relevant local standards.
Provincial, district and municipal departments in charge of standardization and other relevant departments shall establish relevant working mechanisms, announce to the public the local standards that are technically difficult, have great influence or need to be formulated urgently, and encourage units and individuals that have the ability to compile standards to discover and tackle key problems. Twelfth provinces, autonomous regions and municipalities in charge of standardization shall issue guidelines for the formulation of local standards every year, and solicit suggestions from the society for the formulation of local standards. Units and individuals may put forward suggestions for formulating local standards to the provincial and municipal standardization departments or other relevant competent departments.
The competent department of standardization of a province or a city divided into districts shall notify the relevant competent department at the same level of the received project proposal; If the competent department considers it necessary to formulate local standards, it may apply to the standardization department at the same level and submit the project analysis report, draft and other materials of local standards.
