Until the 32nd year of Emperor Kangxi's reign in the Qing Dynasty (1693), Guo Shilong, the governor of Zhili, reformed the local government, went to the imperial court, abolished Xuanfu Town, and established Xuanhua Prefecture to govern three states and eight counties.

The meaning of the word Xuanhua, according to Taiwan's "Chahar Documents", is: "to promote the virtues of the court and influence the common people", which complements the Qing Dynasty's concept of "unification inside and outside, and national prosperity" .
