Legal analysis: Two characters in the name can be registered in the household registration. If the public security organ does not allow the two-character name to be registered in the household registration, it is an administrative inaction, and you can file a complaint or go to court to sue. The household registration process requires the child's father or mother to bring together the marriage certificate, the written application from the newborn's parents, the newborn's medical certificate of birth, and the father's or mother's household registration book. Within one month after the child is born, go to either parent's office. The household registration department of the local police station handles household registration. If a newborn baby born out of wedlock needs to settle in the place where the father has his or her permanent residence, proof must be provided that the court determines that the baby will be raised by the father.

Article 5 Household registration is based on household units. Those who live in the same place as the person in charge are considered to be one household, with the person in charge being the head of the household. A single person living alone has his own household, with himself as the head of the household. Those who live in agencies, groups, schools, enterprises, institutions and other units or in public dormitories must open one household or separate households. The head of household is responsible for reporting household registration in accordance with the provisions of these regulations.
Article 6 Citizens should register as permanent residents in the place where they usually live. A citizen can only register as permanent residents in one place.
Article 7 Within one month after the birth of a baby, the head of the household, relatives, caregivers or neighbors shall apply for birth registration to the household registration authority at the baby's place of permanent residence. For abandoned babies, the adopter or the infant care agency shall report birth registration to the household registration agency.
