Can I change my name with a birth certificate but not registered?

Legal analysis: You can't change your name without a birth certificate. Therefore, when parents of newborns apply for birth medical certificates in the Maternal and Child Health Hospital, they must first fill in the name of the newborn. Once the birth certificate is issued, it cannot be changed. If you need to apply for a name change, you can only apply for a name change to the household registration department after registering your child. You can't change your name directly without a hukou. If a person under the age of 18 changes his name, his parents shall apply to the household registration authority for registration of change.

Article 102 A natural person enjoys the right to his name, and has the right to decide, use, change or allow others to use his name according to law, provided that it does not violate public order and good customs.

Article 1015th A natural person shall take his father's surname or his mother's surname, but in any of the following circumstances, he may choose a surname other than his father's surname and his mother's surname:

(a) Choose the surnames of other immediate elders;

(2) Choosing the surname of the supporter because of the support of a person other than the legal supporter;

(three) there are other legitimate reasons that do not violate public order and good customs.

The surnames of natural persons of ethnic minorities can follow their own cultural traditions and customs.
