It’s absolutely possible.
It is very meaningful to name the baby after the parents’ surnames. But not every parent’s last name meets the requirements for a first name. For example: the father's surname is "Xia" and the mother's surname is "Liu" when paired together to become "Xia Liu". Such parents' surnames are really not suitable for naming.
So you have to look at whether the surnames of both parents are convoluted when pronounced together, whether they sound consonant, and whether the combination looks weird. If you really want to name your name after your parents' surnames and these situations arise, you can add another character in the middle of your parents' surnames to match the incongruity.
