Treat it before it is disordered, and govern it before it is disordered. The tree that hugs each other is born from the smallest grain of wood; the 90% platform begins from tired soil; a journey of a thousand miles begins with a single step. Those who do it will fail, and those who insist will lose it. This is because the sage has no motives and therefore has no failures, and has no attachments and therefore has no failures. The people's work always depends on success and failure. Therefore, it is said: If the end is as careful as the beginning, there will be no failure. Therefore, the sage does not desire what he desires, and does not value hard-to-find goods; whether he learns or not, he repeats the mistakes of others. To supplement the nature of all things, I dare not do it.

Chapter 65 of "Laozi"

Those who were good in ancient times would not enlighten the people, but they would make them stupid. The people are difficult to govern because of their wisdom. I always have the Three Treasures, hold on to them and protect them. The first is compassion, the second is frugality, and the third is not daring to be the first in the world. A husband is kind, so he can be brave; he is thrifty, so he can be broad; he dare not be the first in the world, so he can become a leader. Now, if you give up your kindness, you will be brave; if you give up your frugality, you will be broad; if you give up your frugality, you will be first; if you give up your behind, you will be first; then you will surely die! A kind husband will win by fighting, and he will be strong by guarding. Heaven will build it with kindness and perseverance.

Those who are good at being soldiers do not use force, those who are good at fighting do not get angry, those who are good at defeating the enemy do not suffer, and those who are good at using others are subordinate. This is called the virtue of not fighting, it is called using people's strength, it is called cooperating with heaven; it is the ultimate in ancient times.

There is a saying about using troops: "I dare not be the master, but a guest; I dare not advance an inch, but retreat a foot." : There is no way to move, no arms to fight, no soldiers to hold, and no enemy to throw. The people are not afraid of death, so how can they be afraid of death? If the people are constantly afraid of death, and if someone is found strange, I will kill them, who dares? Therefore, if the army is strong, it will be invincible; if the wood is strong, it will be defeated. Therefore, the strong is at the bottom and the weak is at the top.

Chapter 77 of "Laozi"

Is the way of heaven like a bow? Those who are high will suppress it, those who are low will lift it, those who have more will lose it, and those who are deficient will make up for it. The way of heaven is to make up for the excess if there is damage; but this is not the case with the way of man, to make up for the excess if there is not enough damage. If you reconcile a big grievance, there will always be residual grievances. How can you do good? Therefore, the sage holds the left contract and does not blame others. Therefore, there is Desi Qi, but there is no Desi Che. Husband has no relatives in heaven, but always associates with good people.

A small country has few people; it has a few weapons but does not use them; it makes the people die again but does not move far away; although there are boats and carriages, There is nothing to ride on; although there are armored soldiers, there is nothing to display them; let the people knot the ropes again and use them. At the end of the day, the people enjoy their food, dress well, live in their customs, and enjoy their careers. Neighboring countries look at each other, hear the sound of cocks and dogs, and the people do not interact with each other until they grow old and die.

"Laozi" Chapter 81

Trustful words are not beautiful, and beautiful words are not believed. A good person does not argue, and a person who debates is not good. A person who knows is not knowledgeable, and a person who is knowledgeable does not know. The sage has no accumulation; when he considers others, he has more; when he gives to others, he has more.

Therefore, the way of heaven is to benefit but not to harm; the way of man is to do it without fighting.
