The Qinhuang in Qinhuangdao refers to Qin Shihuang. Qinhuangdao was not named by Qin Shihuang.

Qin Shihuang patrolled eastward to the sea. An edict was issued, ordering the people of Qi to go to the fairy mountain to search for medicine. A few days later, the people from the East Road returned to the palace and reported: There is a small island in the sea not far from the Jieshi coast, with a radius of dozens of miles. The island is surrounded by water and is lush green; the wild flowers everywhere are dazzling. Especially the fine sand on the shore is shining with golden light. Walking on it is like stepping on a soft velvet carpet. When the First Emperor heard this, he decided to personally lead his troops and horses on a ferry to board the island to check it out.
As soon as the First Emperor landed on the island, he couldn't help but admired: "I have traveled all over the world's famous mountains and rivers, but I have never seen such beautiful mountains and rivers. Moreover, the wind here is gentle and the waves are calm, the sand is soft and the tide is flat, making it easy for a boat to sail. , where it enters the sea, it belongs to it!" So, the First Emperor stayed on the island for one night, waiting to enter the sea to seek immortality.
The next day, Qin Shihuang ordered Lu Sheng and his disciples to go into the sea to search for the elixir.
Lu Sheng and his disciples wandered on the sea for many days, running out of water and food. Neither the fairy mountain nor the fairy medicine was found. They knew that returning empty-handed would be a crime of deceiving the emperor and would be cut to pieces. In desperation, Lu Sheng came up with a plan. He made a charm with yellow satin and wrote on it: "Hu Ye, the one who destroyed Qin", and took his disciple back to the palace. When he saw the First Empress, he lied that the immortals on the Immortal Mountain had asked him to deliver this to Qin Shihuang immediately without delay.
When Qin Shihuang saw the "immortal book", he felt uneasy. How could it be a matter of seeking immortality? Busily leading his troops back to Xianyang day and night. Then a large number of migrant workers were recruited and General Meng Tian was sent to build the Great Wall.
Later, people erected a monument on the rock of the island where Qin Shihuang stood as a memorial, and the monument inscribed "The place where Qin Emperor entered the sea to seek immortality". And this beautiful island, after many vicissitudes of life, gradually connected with the land, and people named it "Qinhuangdao".
