Ran Min, nicknamed Yongzeng, also nicknamed Jinu, was a native of Huang County, Wei County. He was the founding emperor of Ran Wei during the Sixteen Kingdoms period. His grandfather Ran Long was a general of Shi Le, the founder of Later Zhao, and his father Ran Zhan was the adopted son of Shi Hu. He was raised by Shi Hu as his own grandson since he was a child.

In 350 AD, Ran Min declared himself emperor in Yecheng. The country was named Dawei and was known as Ran Wei in history. He restored the Han surname Ran, changed the country's name to Wei, and his reign name Yongxing to Qinglong. However, just two years later, Murong Ke of the former Yan Dynasty led the Yan army to besiege Yecheng. Ran Min led his troops and failed to break through. He was captured and killed at the age of thirty-four. Later, his body was sent to Jicheng and tortured for three days.
