Interim Measures for Navigation Management of Shiplock of Shaxikou Hydropower Station in Fujian Province

Chapter I General Provisions Article 1 In order to strengthen the operation, management and maintenance of the lock of Shaxikou Hydropower Station (hereinafter referred to as Shaxikou Lock), ensure the safety and smoothness of the lock, give full play to the role of Shaxikou Lock, and better serve ships, rafts and water transportation passing through the lock, according to the Regulations of the People's Republic of China on Waterways Management, The Interim Measures are formulated in accordance with the Regulations on the Safety Management of Inland River Traffic in People's Republic of China (PRC), the Regulations on the Safety Management of People's Republic of China (PRC) Reservoir Dam, the Measures for the Administration of Ship Locks of the Ministry of Communications and the spirit of the Fujian Provincial People's Government's Minzhengban [1997] No.28 letter, combined with the actual situation of Shaxikou Ship Lock. Article 2 The navigation management area of Shaxikou Lock refers to the water area between the lock body, the upstream and downstream docks, the approach channel and the upstream and downstream raft berthing areas. Article 3 The shiplock dispatching management of Shaxikou Hydropower Station must establish the purpose of serving shipping, so as to achieve scientific management, rational use, regular maintenance and planned maintenance, ensure the normal operation of equipment, give full play to the navigation capacity of the shiplock, and provide safe, timely and convenient navigation conditions for ships passing through the shiplock and discharging. Article 4 Shaxikou Lock and its ancillary facilities, and the land, waters and navigation facilities in the navigation management area of the lock are protected by the state, and no unit or individual may occupy or destroy them. Chapter II Responsibilities of Management Department Article 5 Fujian Electric Power Industry Bureau is the management department of the ship lock of Shaxikou Hydropower Station. Fujian Shaxikou Power Plant is entrusted by the Provincial Electric Power Industry Bureau to implement unified management and maintenance of Shaxikou Shiplock, and set up Fujian Shaxikou Shiplock Operation Management Office (hereinafter referred to as Shiplock Office), which is specifically responsible for:

1, responsible for drafting relevant regulations on the operation and management of Shaxikou Shiplock.

2. Be responsible for the business management and maintenance of Shaxikou Shiplock.

3, responsible for the organization and management of ships and rafts crossing the gate, including registration, formation (team), scheduling and command, and formulate corresponding management measures;

4 responsible for the preparation of the annual operation plan of Shaxikou Shiplock, submitted to the Provincial Electric Power Bureau for examination and approval, and copied to the Provincial Communications Department for supervision and inspection.

5, responsible for regular inspection, observation of lock operation technology and the operation of mechanical and electrical equipment.

6, responsible for the inspection and acceptance of the ship lock repair project.

7. Responsible for the maintenance of navigation channels and the setting and maintenance management of navigation AIDS and safety signs in the navigation management area of the lock, so as to ensure that the navigation channels and navigation marks in the navigation management area of the lock meet the national five-level navigation standards.

8. Be responsible for submitting various statistical reports and annual summary reports to superiors on time. Article 6 Fujian Provincial Communications Department is the competent department in charge of waterway transportation industry management and water traffic safety supervision of Shaxikou Shiplock, and is responsible for waterway management and port and shipping supervision and management within the navigation management area of Shiplock according to relevant national laws and regulations. The transportation department shall set up a port and shipping supervision institution at Shaxikou Hydropower Station, which is responsible for handling visas for ships and rafts that have been locked, inspecting and supervising the navigation, berthing and operation safety of ships and rafts, and maintaining the safety order of water traffic. Article 7 The Forestry Department of Fujian Province entrusts the relevant forestry units to be responsible for the management of the upstream and downstream bamboo and wood working areas, and organizes the arrangement of bamboo and wood rafts and the work of pushing out the gates. Chapter III Application of Shiplocks Article 8 Ships and rafts pass through the shiplocks at least once a day from 0800 hours to 1800 hours. Article 9 Ships passing through the gate are generally arranged in the order of arrival in Hong Kong. Priority is given to passenger ships, emergency military transport ships, flood control and rescue ships, rescue and disaster relief ships, navigation mark engineering ships, port supervision ships, fresh cargo ships and key emergency materials transport ships. Ships carrying dangerous goods should apply to the lock management department and the port supervision department in advance to arrange for separate crossing. Article 10 There are berths for ships and rafts at the upstream and downstream of the dam site of Shaxikou Hydropower Station, which can be used for berthing port supervision ships and work ships. Before crossing the gate, ships and rafts can dock when they are registered in Hong Kong and waiting for the queue (team). Without the consent of the management unit, other rafts and ships may not dock. The navigable piers in the upstream and downstream approach channels are limited to the temporary berthing of ships that have lined up, received dispatching notice and are ready to cross the gate. Article 11 The largest fleet passing through Shaxikou Lock is a 300-ton standard fleet of two barges, with a scale of 87m× 9.2m× 1.3m (length× width× draft).

The gate crossing mode is determined according to the channel conditions and layout capacity. When the power tug and the raft cross the sluice together, the maximum crossing mode is100m×10.5m×1.0m; When the raft passes through the sluice alone, its maximum overflow type is120m×10.5m×1.0m. ..

During the trial operation, it can be classified and grouped according to the existing navigable ship types and row types of Minjiang River, make full use of the effective parking area of the lock chamber, and rationally allocate and operate. Article 12 The maximum navigable water level of the upper reservoir of Shaxikou Shiplock in Hwang Jin Kin is 88m, and the minimum navigable water level is 84.50m.. The highest navigable water level downstream is 72.6 meters, and the lowest navigable water level is 63.3 meters. The height of buildings and facilities above the actual waterline of ships and rafts shall not exceed 5.5 meters. Article 13 The maximum navigable flow downstream is 87 10 cubic meter per second (to be further verified during trial operation), and the minimum navigable flow of cruise ships and row boats is 265 cubic meters per second. Under normal inflow conditions, Shaxikou Hydropower Station should ensure that the discharge flow is not less than 265 cubic meters per second, so as to keep the lowest navigable water level of the downstream channel of the lock not less than 63.3 meters (Hwang Jin Kin).
