Why do cities need to plan development zones?

The purpose of setting up development zones is to develop the local economy. Only when the economy develops will there be tax revenue. In the future urban construction, the phenomena of skyscrapers being "higher" and landmarks being "weird" will be effectively curbed. On the 21st, the State Council issued "Several Opinions on Further Strengthening Urban Planning, Construction and Management," stating that future violations of urban planning will be severely punished, local governments should reject "monster" buildings, and made it clear that my country will no longer build closed residential buildings in principle. Community, strictly control the establishment of development zones and new urban areas, and specifically outline the "timetable" and "roadmap" for the advancement of urban development in my country in the future. The "Opinions" pointed out that there are still some outstanding problems in my country's urban planning and construction management: urban planning is not forward-looking, serious, mandatory and open enough, and urban architecture is greedy for bigness, flattering foreigners, and seeking strange things. There is a lot of chaos, lack of characteristics, and worrying cultural heritage; urban construction blindly pursues scale expansion, and the degree of conservation and intensification is not high; the city is not governed according to law, the problems of illegal construction and large-scale demolition and construction are prominent, and the supply of public goods and services is insufficient. , environmental pollution, traffic congestion and other "urban diseases" are spreading more and more.

The "Opinions" pointed out that urban planning plays an important role in strategic guidance and rigid control in urban development, and it is necessary to determine urban positioning and plan urban development from the perspective of regional and urban-rural overall coordination. Strengthen spatial development control, delineate urban development boundaries, guide and regulate urban scale based on resource endowments and environmental carrying capacity, optimize urban spatial layout and form functions, and determine binding indicators for urban construction. Strengthen the connection between urban overall planning and land use overall planning, and explore the integration of urban planning management and land and resources management departments in cities where conditions permit.

The "Opinions" further strengthened the compulsory nature of planning and proposed that "any behavior that violates planning must be seriously investigated for responsibility." Modifications to the city's master plan must be approved by the original approval authority and reported to the Standing Committee of the People's Congress at the same level for review and approval. This system prevents arbitrary modifications to the plan and other phenomena. In addition, the "Opinions" also stated that the establishment of various development zones and new urban areas will be strictly controlled, and any construction that does not comply with the urban system planning, urban master plan and land use master plan will be treated as illegal. It will take about five years to comprehensively investigate and deal with illegal construction in built-up areas, and resolutely curb new illegal construction.

Wen Hui, deputy director of the Planning Institute of China Urban and Small Town Reform and Development Center, said that this "Opinion" emphasizes the rule of law and proposes to connect the urban and rural planning law and criminal law, which will strengthen the implementation of planning and avoid “One plan per term” may lead to blind expansion and establishment of new districts.

Indeed, while various parts of our country are currently promoting economic development through the construction of new cities, they have also exposed problems such as blind pursuit of speed, waste of resources, and over-expansion. Data show that from 1990 to 2010, my country's urban built-up area expanded from 12,252.9 square kilometers to 40,533.8 square kilometers, nearly doubling every ten years. However, the growth rate of population urbanization pales in comparison.

Guo Renzhong, inspector of the Shenzhen Municipal Planning and Land Resources Commission and academician of the Chinese Academy of Engineering, previously pointed out that the urban and rural planning department of the State Council, together with relevant departments of the State Council, organized the preparation of national urban system plans, including one for 12 provincial capital cities and 144 A survey of prefecture-level cities shows that a provincial capital plans an average of 4.6 new cities (districts) and about 1.5 prefecture-level cities. The "Opinions" also clarify two major directions for deepening the reform of the urban housing system in the future, namely, the government will take the lead to ensure the basic housing needs of needy groups, and the market will take the lead to meet the multi-level housing needs of residents. Among them, we must fight a three-year battle to rebuild shantytowns. By 2020, we will basically complete the renovation of existing urban shantytowns, urban villages and dilapidated buildings.
