The Articles of Association are applicable to residents and community members who practice democratic election, decision-making, management and supervision according to the Party's line, principles and policies and national laws and regulations.

The Articles of Association shall be discussed and adopted by the community residents' representative meeting and implemented by the community neighborhood committee.
Article 4
In organizing and implementing community affairs, community neighborhood committees shall accept the leadership of community party organizations and the guidance of the government (or street offices) according to law.
I. Different binding force
1. convention on community residents: the convention mainly relies on voluntary implementation. Of course, some mandatory provisions can also be stipulated, but they must be within the scope permitted by law (for example, no fines, personal coercion, personal insults, etc.). ).

1. community residents' convention: strictly speaking, it is an agreement between the parties, an agreement reached through consultation, such as an international convention.
2. Articles of association of community residents' autonomy: Units with production qualifications should be formulated according to certain procedures, such as the articles of association of schools.

1. convention on community residents: it has a wide range of contents, as long as it does not break the law.
2. Charter of community residents' autonomy: influenced by the functions and responsibilities of the formulation organs, it is more a basic requirement for some principles.

The Charter of Community Residents' Autonomy consists of six chapters and thirty articles, with eight articles attached to the Convention on Community Residents.

General provisions Articles 1 to 5 of the Charter of Community Residents' Autonomy define the rights and responsibilities of community residents' party branches, neighborhood committees and various organizations.
chapter two
Articles 6 to 12 of the Charter of Community Autonomy for Community Residents of Community Autonomous Organizations stipulate the functions of community residents' congresses, residents' committees and residents' groups. Among them, Articles 6 and 7 define the conditions of participants and voting methods of community residents' congresses. Articles 8 to 10 define the functions, terms of office and responsibilities of members of community neighborhood committees. Articles 1 1 and 12 stipulate the personnel structure and responsibilities of residents' groups.

Article 29- 10 of the Supplementary Regulations on Community Residents' Autonomy supplements the effectiveness of the regulations.
Articles 1 to 8 of the Convention on Community Residents clarify the positive role that community residents should play in community governance, promote public order and good customs, promote the organic integration of rule of law, rule of virtue and autonomy, and promote the creation of a pattern of * * * building * * governing * * enjoying social governance.
