The maximum number of words in an idiom is 16.

For example, a wise man will suffer if he is careful, and a fool will gain if he is careful.

Either the east wind overrides the west wind, or the west wind overrides the east wind.

Generally speaking, idioms are all four words, but in fact, there seem to be idioms with several words. :)
