Li Jiachao was born in Hong Kong in December 1957. He is a talented student with a master's degree in policy and administration from Charles Sturt College in Australia. Li Jiachao served as the Secretary for Security of the Hong Kong Special Administrative Region, the Deputy Commissioner (Management) of the Hong Kong Police Force, the Chief Secretary for Administration of the Hong Kong Special Administrative Region, a member of the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region, and the Chairman of the Candidate Qualification Review Committee of the Hong Kong Special Administrative Region. He is the current The sixth Chief Executive of the Hong Kong Special Administrative Region.

In 1977, Li Jiachao joined the Hong Kong Police Force and became a trainee inspector.
In 1997, Li Jiachao was promoted to chief superintendent.
In 2007, Li Jiachao was promoted to Senior Assistant Commissioner of the Police and served as Director of the Crime and Security Department.
In 2012, Li Jiachao took office as deputy director of the Security Bureau.
In 2017, Li Jiachao was appointed by the State Council as Director of the Security Bureau of the Hong Kong Special Administrative Region.
In 2021, Li Jiachao was appointed by the State Council as the Chief Secretary for Administration of the Hong Kong Special Administrative Region and was removed from the position of Secretary for Security.
In 2022, Li Jiachao was elected as the sixth chief executive of the Hong Kong Special Administrative Region.

Li Jiachao attended Wuyi Chamber of Commerce and Industry School in Sham Shui Po for primary school and Wah Yan College in Kowloon for secondary school. He achieved excellent results in school.
In 1977, Li Jiachao was admitted to the Engineering Department of the University of Hong Kong with excellent results. However, Li Jiachao gave up the opportunity to go to university. In the same year, he applied for and joined the Hong Kong Police Force. With his college entrance examination results and prestigious school background, Li Jiachao , starting from a trainee inspector (the lowest-ranking police officer).
In order to make up for the regret of not going to college, Li Jiachao went to Australia to study and graduated from Charles Sturt University in Australia.
In 2003, Li Jiachao was recommended by the police to study at the Royal College of Defense Studies in London, England.
