Comrade Lu Bingkui 19 14 was born in a rich peasant family in Jiading County, Shanghai in June. He has been studious and pursuing progress since he was a teenager. /kloc-0 joined the revolution in August, 938, and/kloc-0 joined China in July, 939. During the War of Resistance against Japanese Aggression period, he served as deputy division commander and division commander of the third detachment of Jiading Jiangnan Anti-Japanese Volunteers, director of the political department of Songhu guerrilla column, military minister of Lunan prefectural committee, secretary of the military and political sub-committees of the third to fifth detachments in eastern Zhejiang, political commissar of the column group in eastern Zhejiang and secretary of the Youth League Committee. Secretary of the East Zhejiang Third District Working Committee and Political Commissar of Haiphong Brigade, member of Siming District Committee and Director of Haiphong, Director of Sanbei Administration for Industry and Commerce, Director of East Zhejiang Administration for Industry and Commerce and Director of Salt Management, and Political Commissar of Haiphong Brigade. During the War of Liberation, he served as secretary of the Military and Political Consignment Committee during the retreat of Northeast Zhejiang, deputy political commissar and director of the political department of the Central China Coastal Defence Column, secretary of the Central China Maritime Commission and political commissar of the Central China Coastal Defence Column, deputy secretary of the Jiangnan Working Committee, and member of the Standing Committee, deputy commissioner and director of Songjiang District Committee. After the founding of New China, he successively served as deputy director of the Party Committee-Department in southern Jiangsu, secretary-general of the Jiangsu Provincial Political Consultative Conference and deputy director of the provincial-level department, director of the Jiangsu Provincial Health Department and party secretary, director of the Chinese Medicine Department of the Ministry of Health, director of the Chinese Medicine Bureau of the Ministry of Health, and member of the party group. He used to be vice-president of Chinese Medical Association, vice-president and secretary-general of All-China Society of Traditional Chinese Medicine, president of Qigong Science Research Association of All-China Society of Traditional Chinese Medicine, executive vice-president of China Folk Chinese Medicine Research and Development Association, and consultant of China Qigong Science Research Association. 1995165438+10 retired.
Comrade Lu Bingkui has a firm belief in communism and is full of deep proletarian feelings for the party and the people. He earnestly studied Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the "Three Combinations" and actively supported and implemented the line, principles and policies of the Party since the Third Plenary Session of the Eleventh Central Committee. Adhere to the Four Cardinal Principles and always consciously keep consistent with the CPC Central Committee politically, ideologically and practically.
Comrade Lu Bingkui has been engaged in revolutionary work for more than 50 years and is infinitely loyal to the party and the people. 1938, he sold his property and organized Jiading Waigang guerrillas, which was one of the three anti-Japanese armed forces in the suburbs of Shanghai at that time. During 38-39 years, Waigang guerrillas set fire to Japanese planes, ambushed Japanese motorboats, helped Ye Fei annihilate Deng Jinglie's stubborn army and beat the Japanese army. These deeds have had a great influence on Shanghai, and there is a special area in the War of Resistance against Japanese Aggression Memorial Hall. After the Southern Anhui Incident, he was ordered to open an anti-Japanese base area in eastern Zhejiang, and served as secretary of the Eastern Zhejiang Working Committee and political commissar of the Haiphong Brigade. During the Anti-Japanese War, most of the materials purchased by the New Fourth Army and the cadres who went to Yan 'an from Jiangnan via Shanghai were transported and escorted by this army. The coastal defense brigade later developed into a coastal defense column in Central China, the earliest maritime armed force of our army, and the base area in eastern Zhejiang is also one of the national 19 liberated areas. During the War of Liberation, the coastal defense column, with the cooperation of the militia, seized a Kuomintang tank landing boat, which was the first modern ship in the history of the People's Liberation Army. Comrade Lu Bingkui risked his life in the revolutionary war years and made due contributions to national liberation.
Comrade Lu Bingkui 15 years old studied Chinese medicine with the teacher, 19 years old began to practice medicine, with rich knowledge and experience in Chinese medicine. After liberation, when he served as Secretary-General of Jiangsu Provincial Political Consultative Conference and Deputy Minister of Provincial Organization Department, he was entrusted by the Central Committee to hold a Spring Festival symposium in the name of the Party to listen to opinions on the establishment and development of Chinese medicine. 1954 During his tenure as Director of Health Department and Party Secretary of Jiangsu Province, he founded the first traditional Chinese medicine hospital and the first normal school of traditional Chinese medicine in Nanjing and served as the principal. This school has trained more than 200 TCM teachers, most of whom have become national first-class TCM experts. At the same time, 27 kinds of teaching materials have been compiled, which is the first set of systematic Chinese medicine teaching materials in China.
1956 comrade Lu bingkui was transferred to the Chinese medicine department of the Ministry of health as the director and member of the party group. 1958 presided over the drafting of the report on the achievements and experiences of western medicine in learning Chinese medicine. In the report, Chairman Mao instructed that "China medicine is a great treasure house, which should be explored and improved". At the end of 1970s, the policy of coexistence and development of traditional Chinese medicine, western medicine and combination of traditional Chinese and western medicine was put forward. 1978 comrade Lu bingkui drafted and submitted the report of the central Committee on solving the problem of lack of successors of Chinese medicine for the party group of the Ministry of health, which was later issued in the name of the central Committee (78) No.56. 1982 The development direction of Chinese medicine hospitals and Chinese medicine higher education was clearly put forward at the Hengyang Conference in Hunan Province. These events with far-reaching historical significance have devoted the painstaking efforts of Comrade Lu Bingkui.
1982 comrade Lu bingkui retired to the second line, served as a member of the sixth and seventh CPPCC and deputy head of the seventh cppcc medical and health group. In his later years, regardless of his old age and infirmity, Comrade Lu Bingkui gave full play to the specialty of traditional Chinese medicine and actively made suggestions for the party and the country. He cherishes talents and attaches importance to the cultivation of the younger generation. His life is full of peaches and plums. 1984, Guangming Correspondence University of Chinese Medicine was established, which trained more than 30,000 Chinese medicine talents. In the last period of his life, he was still obsessed with the cause of Chinese medicine, and put forward an appeal to defend Chinese medicine, calling on Chinese medicine experts to take more apprentices, and even taking care of the elderly and infirm to take two apprentices personally. During the period of SARS in 2003, he personally volunteered in the relevant departments, organized a medical team to prescribe a very effective prescription, which was widely circulated among the people and fulfilled the duty of a medical worker to prevent SARS. He has accumulated rich practical experience in his long-term work and made outstanding contributions to the development of Chinese medicine.
