There is no end of the sea as far as the eye can see, but there are islands in the middle. The habitable places were called Qing (i.e. Qingdao) and Fu (i.e. Dafu Island)..." At that time, Qingdao and Dafu Island were both under the jurisdiction of Jimo County.
The "island habitable" here does not refer to the uninhabited "Little Qingdao" in Qianhai, but refers to the title of land villages and towns, which was used until the Qing Dynasty.
After Germany occupied Qingdao in 1897, the "Jiao'ao Concession Treaty" was signed. Because the scope included the Jiaozhou Bay area, the entire concession was called "Jiao'ao".

There are two doubts about this: one is that no stone carvings and written materials have been found that identify the origin of Yantai; the other is that at that time, "Lang Yan Duntai" was everywhere along the country's coastal borders. Construction cannot be called "Yantai" uniformly, otherwise "Yantai" may be used everywhere. It seems to be just an inference.
