The policy of occupational disease prevention and control in China is: prevention first, combining prevention and control; Classified management and comprehensive management. China is in the transitional period from the traditional planned economy to the socialist market economy, and the pattern of coexistence of various ownership systems has been formed. The system transformation and structural adjustment of state-owned enterprises have entered a critical stage, and some deep-seated contradictions and problems have been exposed. The reform of the labor and employment system and the employment of a large number of rural surplus laborers in cities and towns have formed a huge floating labor force. At present, the legal system of occupational health is not perfect, and it is still common for some regions and enterprises to harm the health rights and interests of workers and pursue high profits at the expense of health.

In the Law on the Prevention and Control of Occupational Diseases, the combination of prevention and control is mainly reflected in the following aspects:

(1) While doing a good job in the "three simultaneities" of occupational disease protection facilities in construction projects and the prevention of occupational disease hazards, we should also do a good job in the management of occupational disease hazards in existing employers.

(2) In the prevention and treatment of occupational diseases, employers should combine "prevention" and "treatment" organically. It is necessary to establish a dynamic management process of occupational hazard identification, evaluation and control through management mechanisms such as workplace detection and evaluation, find problems in time, carry out continuous governance, and achieve "prevention" through "governance".

(3) The employing unit shall carry out health monitoring on the workers, establish health monitoring files, dynamically detect the health status of the workers, find out health hidden dangers in time, formulate and implement emergency rescue plans for occupational hazards, and prevent occupational hazards. At the same time, once an occupational disease accident occurs, it is necessary to actively carry out the treatment of occupational disease patients to save their lives and reduce accident losses.

(4) In the management of occupational disease prevention, the government combines the prevention of occupational diseases with the disposal after the occurrence of occupational diseases. The government takes measures such as construction project management, occupational hazard declaration and occupational hazard supervision in the workplace to prevent occupational hazard accidents. However, after the employer violates the law and causes occupational hazards, it will deal with them according to law, and urge the employer to improve working conditions through rectification, which is conducive to achieving the purpose of prevention.

Legal basis: Article 3 of Chapter 1 of the Law of People's Republic of China (PRC) on the Prevention and Control of Occupational Diseases adheres to the principle of giving priority to prevention and combining prevention and control, and establishes a mechanism of employing units taking responsibility, supervision by administrative organs, industry self-discipline, employee participation and social supervision, and implements classified management and comprehensive management.
