When a person under the age of 18 needs to change his name, his parents or adopters shall apply to the household registration authority for registration of change;
When a person who has reached the age of 18 needs to change his name, he shall apply to the household registration authority for registration of change.

Article 9 of the Preliminary Opinions of the Third Bureau of the Ministry of Public Security on Implementing the Regulations on Household Registration (1April 958) stipulates that:
(1) People who have reached the age of 18 should be properly controlled when changing their current names, and should not change them easily without sufficient reasons. If it is difficult to make a decision, it shall be reported to the household registration authority at the next higher level for approval.
(2) If a person under the age of 18 applies to change his/her birth name to his/her first name, it can be changed according to the statement of his/her parents. However, the older adoptee or respondent can only be replaced with their consent.
(three) when employees of organs, organizations, schools, enterprises, institutions and other units need to change their names, they must have the approval certificate of the personnel department of the unit before they can change.
(4) People who are deprived of political rights according to law, those who are subject to criminal punishment and those who are educated through labor are not allowed to change their names.
Two, the applicant should have proof materials.
(1) The person or guardian who requests the name change applies;
(2) Letter of introduction from the unit, street or school;
(3) Other relevant certification materials.
Three. Procedures for reporting changes
Holding the above-mentioned certification materials to the police station shall be accepted by the household registration authority, and under the age of 6, it shall be handled by the household registration authority on the spot; For those over 6 years old 16 years old, the on-site police will write a detailed investigation report and report it to the director for approval within 5 days; 16 years old or older, the on-site police will write a detailed investigation report, the director will sign the opinion, and submit it to the household administration brigade of the county public security bureau for examination and approval within 5 days, and the household administration brigade of the county bureau will complete the examination and approval within 7 days, and each police station will notify the parties within 5 days after receiving the examination and approval materials.
